The Survivors Network of those Abused by Priests (SNAP) has accused Leo of failing to follow the Vos estis lux mundi reforms and of privileging the rights of accused priests. SNAP cites a 2022 allegation by Ana Maria Quispe Diaz that she told then‑bishop Prevost about abuse in Chiclayo, Peru, and says one accused cleric who allegedly admitted wrongdoing was given an honorable discharge. A 2023 photo showing Leo beside Rev. Ricardo Yesquen Paiva has intensified scrutiny.
SNAP filed a complaint in March 2025 and submitted another in December 2025 to the Vatican, Peruvian authorities and the U.N. The Diocese of Chiclayo states accused priests were removed, victims offered help and allegations referred to civil authorities. SNAP cofounder Peter Isely said consequences and accountability are needed to prevent further harm.
